- GENERAL
- To qualify for residency in NLYH, all prospective residents must complete an application for residency for approval by management. Prospective resident or spouse must be at least 55 years of age. Because the park does not have facilities to care for ill or dependent persons applicants should be in reasonably good health and able to live independently.
All tots are rented by the Corporation to resident owners. Conditions for renting are covered in an annual lease. The basic ‘unit per home is two persons and the maintenance fee is so based. A single person may, with approval of the Board, have in residence a second party. In hardship cases a couple may, with approval of the Board, have a third person in the home.
- All overnight guests must be registered at the office prior to their first night in the park, and checked out when leaving, NO STAYS LONGER THAN TWO (2) WEEKS PER YEAR, PER GUEST, WILL BE PERMITTED except by permission of the Board.
- The owner must be always in resident during the visitors stay.
- Residents must acquaint guests with the park rules and accept responsibility for their guests’ actions while in the park.
- Renting of mobile homes or any part thereof in NLYH is not permitted.
- If any change in the occupancy of any mobile home Ti desired, a written request must be made to the Board for its approval.
- ALL mobile homes offered for sale within the park must be registered at the NLYH office. The NLYH Sales Dept. offers residents a complete “Resale Contract” below the normal commission for selling homes.
- Real estate agents may not sell mobile homes in NLYH because no real estate is involved; and outside salesmen are not permitted to operate in NLYH. A resident determining to sell his mobile home without using the services of the NLYH Sales Dept. may display a sign indicating the home is “For Sale by Owner” with no other wording than the telephone number. Size of the sign may not be larger than 16″ by 12″, and must be so placed that it does not interfere with the park’s mowing of the lawn.
- A transfer fee will be charged by NLYH to any resident selling his own home. This fee is to cover office expenses in connection with the sales.
- Management always reserves the right of access on all lots for the purpose of inspection and utility maintenance.
- The Board of Directors reserves the right to add to or alter all rules and regulations as circumstances require. All residents and guests must cooperate in carrying out the rules.
- NO PETS ARE PERMITTED AT ANY TIME.
- NLYH, INC. may evict a tenant for: non-payment of rent: conviction of a violation of some Federal or State law or local ordinance, which violation may be deemed by NLYH, INC. to be detrimental to the health, safety or welfare of other residents of the park: violation of any rule or regulation established by NLYH, Inc.; a change in the use of the land comprising the mobile home park or a portion thereof, upon at least 6 (six) months’ notice; or upon 12 (twelve) months’ notice without cause.
- The NLYH office must maintain an accurate record of occupancy. If you are ‘to be absent from the park for 4 (four) nights or longer you must notify the office when leaving and check in on returning to the park.
- Replacement of a home or remodeling, enlargement or additions of any kind must be approved by Management prior to commencement in accordance with the requirements in Supplement No. 1 and must comply with all county regulations.
- Each resident is required to keep his mobile home, lot and driveway in presentable appearance at all times. The exterior color of homes, excluding trim, shalt be white.
- All trees and shrubs placed on your lot must have prior approval of management. Plantings interfering with traffic visibility must be trimmed to 30″ in height. Maintenance of plantings are the residents responsibility. The management reserves the right to trim unmaintained plantings and bill resident.
- Lawns will be maintained by Management by mowing, treating, and edging. The resident is responsible for properly watering the lawn. Any lawn area that fails due to improper watering shalt be replaced at resident’s expense.
- Utility services are in a 10-ft. right of way bordering all streets. Permission prior to planting or building anything on this right of way must be approved by management. Stone borders around homes will be permitted to a maximum of 30″ extending beyond the perimeter of the house; also around trees and shrubs to a maximum limit of 30″ in diameter or 50″ square, all of which must have approval by the park manager.
- No signs of any kind, except those designating your name and house number, are permitted on your lot, and these must be so placed as not to interfere with the park’s mowing.
- No laundry or sunning of clothes, rugs, towels, bathing suits, pillows, etc., are permitted on lots. A designated screened area is provided for this purpose in the laundry area.
- Television cable installation is available to each tot by Cablevision on a yearly basis. No private antennas are permitted except those of “Arche rotor” design and 18″ high, or a whip antenna installed at the rear of the home.
- Repairing of cars, outboard motors, boat trailers, building or storage 4 14. Trash containers are to be kept at the rear of the house or in another inconspicuous place.
- All garbage and trash (including coffee grounds) must be wrapped and deposited in your trash container and not put into the Sewer system unless your home is equipped with a garbage disposal.
- All water (City water) will be metered. This would be household use and sprinkler use. NLYH will read meters and render bills on a quarterly basis. All residents should shut off their own city water when leaving the park for an extended period.
- NLYH will repair any buried sewer or water tines. The Electric service from the electric meter to a mobile home is the responsibility of the homeowner.
- CONDUCT AND SAFETY
- All children must be accompanied by an adult when using recreational facilities.
- Avoid excessive noise. Keep voices, radios and television sets modulated.
- Alcoholic beverages are not allowed in any park area outside your mobile home, except by special permission.
- No peddling, soliciting or commercial enterprise will be allowed in the park without first obtaining the consent of the management. Notify the office when this violation occurs.
- Suggestions, constructive criticism or complaints should be submitted in writing to the manager and signed.
- Park facilities and activities are for residents and their registered guests only, except a single park resident may invite one outside guest to social activities.
- All persons shall wear a cover-up when away from their residential lot, except within the pool area.
- No glass containers of any kind will be permitted within the pool area.
- TRAFFIC AND PARKING
- The park speed limit is 10 m.p.h. for automobiles and cycles. Motorized cycles must be operated 5Y-Ticeiled drivers only.
- All personal cars must be fully parked on your own driveway. However, residents with more than one car may use the gravel parking lots at Flounder & K, Grouper & K, and Pier A at Flounder as long as they are not Long-term storage. No street parking is allowed at any time except for deliveries, pick-ups, or short visits. Keep all wheels on the pavement. Commercial vehicles are not permitted in the park overnight.
- Traffic on the streets must not be impeded, nor may neighboring driveways be obstructed.
- Vehicles belonging to guests of residents are permitted to use designated parking areas. These parking areas are not for storage. Walkers and bicycle riders must use lighted flashlights after dark. Bicycles must be equipped with rear reflectors.
- Travel trailers and recreational vehicles of residents or guests are permitted to park unoccupied for 48 hours in designated parking areas only; however, a travel trailer or recreational vehicle may be parked within an owner’s area for 72 hours when unloading on arrival or loading for departure only. This rule does not apply if a resident’s principal means of transportation is a recreational vehicle which will fit within the carport. Living or sleeping in such vehicles is not permitted. Travel trailers or motor homes parked on the streets overnight must be lighted, front and rear.
- Bicycle parking is provided on cement pads north and east of the shuffleboard courts. Parking is not permitted on walkways or grass around the clubhouse.
- Each automobile owned by a resident must display 2 official NLYH decals, one on the front and one on the rear of each car. When moving out of the park, or selling a car, the decals must be removed.
- BOAT DOCKS
- Usage of dock space and docking ramp is exclusively for park residents. In the case of jointly owned boats, all joint owners must be residents of NLYH.
- CLUBHOUSE
- The clubhouse is for the use of all residents and may be used for group functions and private parties with the approval of officers of the Residents Association. ALL activities must cease, and the clubhouse Left in a clean and orderly condition by 2 A.M.

"Much simpler times indeed! When I first joined the Board of Directors and took on the role of Rules Director, I quickly discovered that the rules had evolved significantly over the years, largely as a result of ongoing attempts to control undesirable behavior within the community. It was quite an eye-opening experience to see how changes were made in response to various issues that had arisen. Imagine that!"
